SECTION 508
Section 508 is a part of the Rehabilitation Act of 1973, which requires that electronic and information technology developed, procured, maintained, or used by the Federal government be accessible to people with disabilities.
Consequently, audio and video streamed on the Internet must have synchronized text, much like the closed captioning on TV.
Here are a couple of demonstrations of video with synchronized text.

Although the technology supports 508 compliance, its application in general allows for a wide range of presentations. For instance, this example combines synchronized images with text and, if need be, music and/or narration could be included.
